In these Regulations, unless there is anything repugnant in the subject or context, the following expressions shall have the meanings hereby respectively assigned to them or as the context otherwise require:
DGHS means Din Gardens Housing Scheme.
Addition/Alteration of Building includes the structural or other physical alteration for making any addition/deletion or other changes in a building.
Approved Plan means plan for the building or layout plan approved by the DGHS in accordance with these Regulations.
Area means the area of operation of the DGHS and/or the area shown in the Master Plan of the DGHS and includes any extension or modification effected therein, from time to time.
Basement means the lowest story of a building fully or partially below ground level.
Building means a house, out-house, flats, block of flat, latrine, Arcade, fixed platform, plinth, shed, but or other roofed structure whether of masonry, brick, wood, mud, metal or other material, and any part thereof,
and includes a wall (other than a boundary wall not exceeding seven feet in height and not abutting on a street) but does not include a tent or other portable and temporary shelter which does not have any foundation.
Building / House Line means a line beyond which the outer face of a building except boundary wall must not be projected in the direction of any street existing or proposed.
Clear Space/ Open Space means an area forming integral part of the plot, left open to the sky including thickness of boundary wall.
Commercial Building means a building or part of a building, which is used as shops, offices, business arcade, show rooms, display centers, market for sale of merchandise for retail only, building used for transaction of
business or the keeping of accounts, records for similar purpose, professional service facilities, petrol pumps, restaurants, cinemas, theatres, banks, clubs run on commercial basis. Storage and service facilities incidental to the
sale of merchandise shall be included under this group, except where exempted.
Commercial Zone means the area where the commercial buildings are located as shown in the master plan.
Master Plan means the plan showing the layout of the area.
NDC means No Demand Certificate.
NOC means No Objection Certificate.
Parapet means wall whether plain, perforated, paneled or made of steel angle irons/pipes protecting the edge of the balcony, Arcade, and roof of building or terrace.
Parking Space means an area enclosed or unenclosed covered or open sufficient in size to park vehicles in front of the commercial as well as public buildings as specified in the master plan or as recommended by the DGHS
thereafter.
Pergola means a structure with perforated roof consisting of cross bars in the form of reinforced concrete, wood or steel etc., of which at least 50 % of roof is open to sky.
Plinth Plinth means finished floor level of the building.
Registered Architect/Town Planner/Engineer means a qualified Architect/Engineer registered with the respective council (PCATP/PEC).
Reserved Area means an area shown in the master plan as such, which may be developed/re-planned by the DGHS for any purpose at any stage.
Residential Unit means an independent unit consisting of rooms for human habitation.
Residential Zone means a zone earmarked for buildings exclusively designed for human habitation and in no case shall include its use in whole or a part thereof for any other purpose e.g. commercial activities, schools,
institutions, shops, offices, clinics, beauty parlors, guests houses, marriage centers, gyms, tuition centers, club activities, workshops, stores or go downs, etc. or for the purpose of political, religious and sectarian activities.
It also includes parks, gardens, play grounds, sector shops and other open spaces located in the area earmarked in the residential building.
Right Of Way (ROW) means the area of road including shoulder/berms between two opposite boundary walls of row of houses/shops.
Septic Tank means a tank in which sewage is collected and decomposed before its discharge into the public/main sewer.
Shop means a roofed structure primarily used for the retail sale of goods.
Shop / Offices-cum-Flats mean provision of shops on the ground floor and basement with the facility of offices/flats on the first and second floors.
Stores / Go downs mean a building/buildings meant for storage of material or finished goods provided those goods are not of inflammable or objectionable characteristics and with provision of office accommodation above
but does not include any garage or residential or commercial building.
Sun Rain Shade means an outer side projection from the building over a minimum height of 7 feet from the plinth level providing protection from sun/weather.
Arcade means a roofed gallery, terrace or other portion of a building with at least one side open to courtyard or a permanent open space.
Zone means the area earmarked for a particular purpose/use only.
PLOT SIZES
The DGHS shall maintain the accuracy in the measurement of the plots allocated to the registered persons. Standard size of residential plots shall be as under:

The requirements of clear spaces shall be governed as stated below:
The open area required to be left as clear spaces on each side is to be kept clear in totality instead of uniform space from the boundary wall.
The permissible area to be covered shall be built, leaving the rest as open and keeping the front mandatory space as standard.
In case of non-standard plot, permissible covered area proportionate to the plot size may be covered leaving the rest as open space on the sides.
In case of corner plot, if any member intends to keep the frontage on longer side, the specified front clear space shall be left on both the sides.

COVERED AREAS
In case of Residential Buildings
Basement, of allowable covered area excluding porch area.
If construction is envisaged on the first floor of 10 Marla and above covered area of first floor shall not exceed 75% of the total permissible area of the ground floor irrespective of the area covered at the ground floor.
2’ wide sun/rain shade shall be permitted however the shade cannot be combined with open terrace except on front side. This shade shall not be used as, balcony, walkway and passage however concrete/brick parapet wall or railing may be allowed.
Towards front, porch roof shall be projected as cantilever maximum of 2’.
Maximum number of gates which may rest on boundary wall:

Explanation: Covering open area and pergola with fiberglass, steel structure, asbestos, cement sheet and with other similar material shall be taken as covered area.
Height of plinth level above ground/road level
The top of plinth of the buildings shall not be less than 1’-6” from the crown of the adjoining road, in case of building without basement and 3’-6” in case of building with basement.
Lawn level/ top of ramp and clear spaces shall be 1 feet higher than the crown of the adjoining road in order to have smooth slope of ramp. Ramp shall be made as per approved plan of the DGHS.
DISPOSAL OF SURFACE WATER
A water channel of 3″ X 6″ size shall be constructed in line with boundary wall inside the gate. This drain shall suitably be disposed-off into manhole of the house.
ROOM- SIZE AND HEIGHT
All rooms shall be ventilated.
The height of ceiling of living rooms in residential building shall not be less than 9’-6” or more than 12’ for ground and first floors.
Height of ceiling of basement shall not be less than 9’and more than 10’.
BOUNDARY WALL
Registered person who constructs boundary walls shall liable to contract in his own property and no space from Right of Way (ROW) of road/street shall be utilized for this purpose. The maximum height of boundary wall shall be 7’ from the
crown of the adjacent road, however 2’ high steel grill can be erected on top of the boundary wall for security purposes.
Before starting main building, boundary wall shall be checked by DGHS at ground level.
The gate of the house of the corner plot shall not be provided in the chamfered portion of the boundary wall.
WATER TANKS
The registered person shall construct underground and overhead water tank in the house/shop. He/she shall make arrangements for pumping water from underground water tank to overhead water tank. The DGHS shall be responsible to ensure that
the water reaches underground water tank.
GUARD POST
In a residential building a guard post may be constructed having size of 5 ‘ x5’ with a maximum height of eight feet from the road level adjoining to the main gate towards the lawn .
BASEMENT OF RESIDENTIAL AREA
Single story basement shall be permitted in the residential area. In such cases, the height of plinth of ground floor shall be 3′-6″ from the crown of adjoining road.
However, height of plinth of ground floor can be relaxed up to the normal plinth level where sunken area is allowed.
Sunken area can be extended into clear space leaving at least 2′-6″ feet wide clear passage.
For construction of basement minimum size 100 sq. feet is compulsory for every residential building.
CONSTRUCTION PERIOD
The person shall commence construction of the building within a period of 1 year from the date the area has been opened for possession / construction by the Authority, failing which the person shall be liable to pay non -construction penalty
as prescribed by the Authority.
The person shall complete the building within a period of one & half year reckoned from the date of approval of the drawing by the Authority.
The drawing shall remain valid for two years from the date of its approval. Upon the lapse of the two-year period of validity the person shall be under an obligation to obtain fresh approval.
COMPLETION OF BUILDING
On completion of building, the member shall contact Authority by submitting the application for sewer/water connections before occupation of the building.
Occupation of building without getting the sewer/water connections obtained from the Authority shall be liable to fine.
Completion certificate shall be issued, if no violation is observed and construction is found in accordance with the approved drawing. Date of sewer opening shall be treated as date of completion of the building.
Member is bound to obtain completion certificate within 1 year of approval of drawing, failing which fine shall be levied on monthly basis.
CONSTRUCTION VIOLATIONS
Ramp slope must finish within 5’ from the boundary wall and drive way shall have a slope conforming to road slope towards the house.
Permanent fence, rockery and other permanent structure outside the boundary wall shall not be permitted.
Earth filling outside the boundary wall shall be below the adjoining road edge. DGHS reserves the right to work there whenever the need arises or it wishes to widen the road.
Temporary guard post including tents if made outside the boundary wall without the permission of DGHS Chiniot.
Damaging the road by mixing concrete or cutting/bending steel bars on the road, placing concrete mixer on road berm.
Cutting the road surface without written approval from the DGHS or causing damage to the road or erecting speed breakers or any other obstruction on road shall not be permitted.
REQUIREMENTS FOR COMMERCIAL ZONE
Basement may be constructed under Arcade by leaving space on either side to accommodate underground water tank and septic tank. The level of Arcade shall be kept at the same level as that of existing building on either side, in that row. Only
one basement is allowed with maximum depth of 12ft (3.66m) from the road level if the area of plot is up to 1 kanal.
The person shall ensure the fulfillment of the following standards: –
Floor level of the shop shall be 1′- 6” above the road level for shops without basements and 3′- 6″ for shops with basement.
No spouts shall be fixed on the top roof for drainage of water. It shall be drained through down pipes.
For the first and onward, the person shall make the stairs in his own space, excluding Arcade.
Joining of two independent buildings/shops through inter connecting Door/opening shall be permitted and will be approved by DGHS.
2’ projection is allowed towards road side but no construction shall be permitted on the projection.
Layout of sewerage shall show Gate, screen, manhole, septic tank etc.
Foundation shall not be permitted to extend beyond the property line.
No ramp shall be constructed in commercial area but hard standing pavers will be pitched as prescribed pattern with a gradient of 1:100 shall be constructed sloping from road edge to property line, terminating into a masonry drain of approved
designed and size, covered with steel grating to receive storm water. The drain would be linked to service sewer. There shall be no separation between adjacent hard standings.
Obstruction of any nature, such as steps (concrete, steel, wooden) placing of flower pots, erection of any fence/structure and storage of any item in Arcade of any shop/building shall not be permitted. It shall be used as free passage only.
Machine room for lift is permitted to be constructed on roof top up to 75 sq. feet but within permissible height.
Staircase (Mumtee) is permitted to be constructed on roof top up to 100 sq. feet but within permissible height.
DIGGING
Nobody shall be permitted to dig or cut the road space including shoulders/berms without prior written permission from the DGHS. Defaulters shall be liable to pay fine as prescribed by the DGHS.
AVOID BLIND CORNERS
All residential corner plots shall be splayed (champhering of the corner plots should be 5’x5’) to avoid blind corner/ increase sight distance.
GROWTH OF TREES AND VEGETATION
The occupants or registered persons shall help out the staff of the DGHS in tree plantation and nutriment. Each occupant or registered person shall plant in front of his/her premises at the place marked by the DGHS, whereas all the plantation
beyond the boundary wall shall be the property of the DGHS.
No person shall be allowed to grow any vegetation or to raise obstruction outside his/her premises to encroach/occupy the space or to block the road or to reduce the openness of areas or create obstruction to the visibility i.e. flowers
pots/planters and hedges etc. or such like acts or omissions which makes the beautification of the area. To eradicate such acts or omissions, DGHS shall reserve the right to remove such vegetation or obstruction at the cost of such
person.
No person shall be allowed to cut the trees within the area of the DGHS. Whoever violates, shall be fined as prescribed by the DGHS.
SEWERAGE / MANHOLE
At the time of completion, DGHS shall provide the facility of sewerage by connecting the house to the main network of sewerage system. The registered person shall pay connection charges as well as monthly sewerage charges as decided by
the DGHS from time to time.Registered Person shall construct a septic tank and maintain it effectively so that partially treated sewage flows into the sewerage system.Sewer manhole can be used for drainage of surface water.No person
shall be allowed to connect his/her sewer line with the main sewer himself/herself for this he/she has to apply the DGHS, otherwise connection shall be disconnected and he/she shall be liable to pay fine prescribed by the DGHS.
DRAWINGS AND DOCUMENTS
Application for erection, construction, addition or alteration of building shall be made to the DGHS with the following documents:
6 sets of drawings and one original on tracing cloth.
Copy of Site Plan showing the north direction, boundaries of proposed plot, adjacent plot, roads and the block in which the plot is located.
Copy of computerized national identity card (C.N.I.C.) of owner of the plot.
Set of Ownership documents issued by the society in form Fard, Registry or Allotment Letter, Possession Letter.
Paid challan for dues.
Undertakins required under these Regulations.
One copy of NDC (No Demand Certificate).
Form A&B from Architect, Registered with PCATP (for TMA)
Structural Stability Certificate from Structure Engineer registered with PEC
The drawing attached includes:

DISCLAIMER
The property owner will be wholly solely responsible for any mishap due to faulty construction of their building and in no way DGHS will be responsible for such an act.
GENERAL
There is positive evidence of the presence of white ants in the area of the DGHS; Registered Persons are advised to carry out termite proofing.
Green belts shall always be kept lower than the road berm, failing which it shall be dozed off by the DGHS without giving any notice.
Vacant plots shall not be used for marriage, parties and meetings etc. without written permission from the DGHS and on payment of the prescribed charges. Washing of cars outside the house is not permitted.
Garbage shall not be thrown in front of houses/shops/public buildings. Garbage shall be placed in basket, which shall be fixed on the boundary wall of the houses from where DGHS staff shall pick up the garbage for disposal. The DGHS shall
provide basket on payment. Shopkeepers shall place dustbin in front of their shops and place the garbage in dustbin from where it shall be picked up under DGHS arrangements.
In order to avoid inconvenience to the customers, air conditioners shall be installed at the height of 8’ from the level of Arcade and proper arrangements shall be made for drainage of water. Preferably split type of air conditions may be
installed.
Wall chalking, writing on walls and pasting of posters etc. on the walls shall not be allowed.
Note: The DGHS can take any action, deemed fit and proper, in respect of any violation done by anyone. Therefore, no violation done by a person would be treated as precedent for the other. These bye laws are for the comfortable
and secure living of residents and property bearer living with in DGHS.
